I have never heard this expression until 2 days ago. I think it's a remnant of an older habit. The military, certainly, is rather conservative language-wise. Didn't it used to mean "nominated for" or "presented to receive honors", as in "he was stood up for an OBE"? BTW, not in IT and not in the military for last 30 years, but had no problems with the usage.
